Any civil society
organization (CSO) wishing to attend the annual OAS General Assembly
must send a letter to the Secretary General, with a copy to the
Summits of the Americas Secretariat of the OAS at least forty-five (45)
days in advance of the opening session, indicating their interest to
observe the proceedings under the category of "Special Guests". Letters
directed to the Secretary General from organizations not registered to
the OAS must be accompanied by the following documents: charter or
constitution, statutes, most recent annual report, and institutional
mission statement.
The indicated time
period is necessary because the Secretary General must submit a final
list of organizations to the Permanent Council for approval at least
thirty (30) days prior to the General Assembly. Additionally, the
organizations on the list must be authorized by the host country.
This process is
independent of other CSO participation processes in the OAS, and CSOs
registered with the OAS must still request the category of "Special
Guests" for each General Assembly they wish to attend.

Recognizing the
important contributions of civil society, the Member States of the OAS
have recently approved resolutions to further promote civil society
involvement in all its areas of work. Heads of Delegation agreed at
the XXXIII General Assembly in 2003 that a Dialogue with CSOs become an
institutionalized meeting of the General Assembly.
Directly preceding the General Assembly, this Dialogue will take
place among CSO representatives, Ministers of Foreign Affairs of Member
States, and the Secretary General of the OAS.
